বুধবার মূল বক্তব্য প্রদানকালে তিং বলেন, ডিজিটাল চীন গড়ার কাজকে এগিয়ে নেওয়া এবং ডিজিটাল ও বুদ্ধিমান উন্নয়নের স্তর উন্নত করা চীনের আধুনিকীকরণের সামগ্রিক অগ্রগতির সঙ্গে সম্পর্কিত একটি কৌশলগত দায়িত্ব। তিনি উল্লেখ করেন, কৃত্রিম বুদ্ধিমত্তার উন্নয়নের সাধারণ ধারাকে কাজে লাগিয়ে ডিজিটাল চীন নির্মাণ ত্বরান্বিত করতে হবে এবং অর্থনৈতিক ও সামাজিক উন্নয়নে এআই-এর ক্ষমতায়ন নিশ্চিত করতে হবে, যাতে চীনের আধুনিকীকরণে শক্তিশালী গতি সঞ্চার করা যায়।
তিনি এআই উন্নয়নের জন্য পাঁচটি গুরুত্বপূর্ণ দিক তুলে ধরেন।
প্রথমত, তিনি স্বাধীন উদ্ভাবনকে সমুন্নত রাখার ওপর গুরুত্বারোপ করেন। সমগ্র উদ্ভাবন-শৃঙ্খল জুড়ে মূল প্রযুক্তিতে যুগান্তকারী অগ্রগতি অর্জন এবং এআই উন্নয়নে চীনের শীর্ষস্থান সুসংহত করার আহ্বান জানান তিনি।
দ্বিতীয়ত, তিনি প্রয়োগ-ভিত্তিক উন্নয়নের ওপর জোর দিয়ে ‘এআই প্লাস’ উদ্যোগের গভীর বাস্তবায়ন, বাস্তব অর্থনীতির সঙ্গে এআই-এর আরও বিস্তৃত একীকরণ এবং নতুন গুণমানসম্পন্ন উৎপাদনশীল শক্তির দ্রুত বিকাশের আহ্বান জানান।
তৃতীয়ত, এআই শিল্প-শৃঙ্খল জুড়ে ঘনিষ্ঠ সমন্বয়ের মাধ্যমে একটি সহযোগিতামূলক উদ্ভাবনী বাস্তুতন্ত্র গড়ে তোলার গুরুত্ব তুলে ধরেন তিনি।
চতুর্থত, তিং উন্মুক্ততা এবং পারস্পরিক লাভজনক সহযোগিতার প্রয়োজনীয়তার ওপর জোর দিয়ে বলেন, এআই উন্নয়নকে অবশ্যই এমন এক সেতুবন্ধন হিসেবে গড়ে তুলতে হবে, যা পারস্পরিক লাভজনক সহযোগিতা জোরদার করবে এবং সকল দেশের মানুষের কল্যাণে কাজ করবে।
পঞ্চমত, তিনি নিরাপদ ও নিয়ন্ত্রণযোগ্য এআই উন্নয়নের ওপর গুরুত্ব আরোপ করেন। এ লক্ষ্যে সংশ্লিষ্ট বিধিমালা উন্নত করা, তদারকি জোরদার করা এবং এআই’র সুস্থ ও সুশৃঙ্খল বিকাশ নিশ্চিত করার আহ্বান জানান।
উদ্বোধনী অনুষ্ঠানের আগে উপ-প্রধানমন্ত্রী শীর্ষ সম্মেলনের অন-সাইট অভিজ্ঞতা অঞ্চল পরিদর্শন করেন।

Chinese vice premier stresses AI self-reliance, open cooperation-----
Chinese Vice Premier Ding Xuexiang on Wednesday stressed self-reliance and open international cooperation in artificial intelligence (AI) when delivering a keynote speech at the opening ceremony of the 9th Digital China Summit in Fuzhou City, east China's Fujian Province.
Ding, also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, said that advancing the building of Digital China and raising the level of digital and intelligent development is a strategic task bearing on the overall progress of Chinese modernization.
Ding called for seizing the general trend of AI development, accelerating the building of a Digital China, and facilitating AI empowerment in economic and social development, so as to inject strong momentum into Chinese modernization.
Ding highlighted five aspects for China's AI development.
He stressed the need to uphold independent innovation, advance core technology breakthroughs across the entire innovation chain, and continue to consolidate China's leading position in AI development. He said that China's AI sector must forge its own path to withstand any external pressure or attempts at suppression.
He also called for application-driven development, deeper implementation of the "AI+" initiative, greater integration of AI with the real economy, and faster cultivation of new quality productive forces.
The vice premier further emphasized the importance of building a collaborative innovation ecosystem, with closer coordination across the AI industry chain.
Ding underscored the need for openness and win-win cooperation, saying AI development should build bridges for mutually beneficial cooperation and better serve the people of all nations.
He also stressed safe and controllable AI development, urging efforts to improve relevant regulations, strengthen oversight, and promote the healthy and orderly development of AI.
Before the opening ceremony, Ding visited the on-site experience zone of the summit.
