মে ২২, সিএমজি বাংলা ডেস্ক: কুয়াংতোং-হংকং-ম্যাকাও গ্রেটার বে এরিয়ার (জিবিএ) উন্নয়নে আরও সহায়তা করতে একগুচ্ছ নতুন পদক্ষেপ ঘোষণা করেছে চীন।
চীনের জেনারেল অ্যাডমিনিস্ট্রেশন অব কাস্টমসের (জিএসি) জারি করা ২০টি নির্দিষ্ট পদক্ষেপে পাঁচটি গুরুত্বপূর্ণ ক্ষেত্রকে অগ্রাধিকার দেওয়া হয়েছে। এর মধ্যে রয়েছে মান সমন্বয় ও তথ্য আদান-প্রদান, নিয়ন্ত্রক সমন্বয়, উদ্ভাবনী উপাদানের আন্তঃসীমান্ত প্রবাহ, উদীয়মান শিল্পে সহায়তা এবং নতুন ব্যবসায়িক ধরন ও মডেলের উন্নয়ন।
নতুন পদক্ষেপগুলোর আওতায় আন্তঃসীমান্ত চলাচল সহজ করতে হংকং বিশেষ প্রশাসনিক অঞ্চল (এইচকেএসএআর) ও ম্যাকাও বিশেষ প্রশাসনিক অঞ্চল (ম্যাকাও এসএআর) থেকে দক্ষিণ চীনের কুয়াংতোং প্রদেশে যাতায়াতকে বিবেচনায় আনা হয়েছে। সেখানে অনুমোদিত যানবাহন এবং এইচকেএসএআর ও ম্যাকাও এসএআর-এ যাতায়াতকারী কুয়াংতোং-এর অনুমোদিত যানবাহনের জন্য সহজীকৃত ‘ওয়ান-স্টপ’ পরিদর্শন প্রক্রিয়া চালুর আহ্বান জানানো হয়েছে।
এছাড়া, এইচকেএসএআর ও ম্যাকাও এসএআর-এর জন্য স্বল্পস্থায়ী খাদ্যপণ্যের দ্রুত ছাড়পত্র প্রক্রিয়া চালুর বিষয়েও গুরুত্ব দেওয়া হয়েছে। একই সঙ্গে হংকং আন্তর্জাতিক বিমানবন্দর এবং হংকং-চুহাই-ম্যাকাও সেতুর মাধ্যমে গড়ে ওঠা আন্তঃসীমান্ত সংযোগ ব্যবস্থার সুবিধায় তাজা ও জীবন্ত কৃষি এবং খাদ্যপণ্য মূল ভূখণ্ডের বাজারে আরও সহজে প্রবেশ করতে পারবে।
জিবিএ-এর বিজ্ঞান ও প্রযুক্তি উন্নয়ন ত্বরান্বিত করতে সীমান্তজুড়ে গবেষণা সামগ্রী স্থানান্তর সহজ করতে ইতিবাচক তালিকাভুক্ত পণ্যের পরিধি সম্প্রসারণ, বায়োমেডিকেল গবেষণায় ব্যবহৃত আমদানিকৃত সামগ্রীর জন্য বন্ডেড তত্ত্বাবধানের পাইলট প্রকল্প চালু এবং নথিপত্রের প্রয়োজনীয়তা সহজ করার পরিকল্পনাও রয়েছে।

China unveils measures to support development of Greater Bay Area--------CC, Zenifar
China has unveiled a set of measures to further support the development of the Guangdong-Hong Kong-Macao Greater Bay Area (GBA).
The 20 specific measures, issued by the General Administration of Customs (GAC), focus on five areas, include standard alignment and information sharing, regulatory coordination, cross-border flow of innovation factors, support for emerging industries, and new business forms and models.
The measures calls for streamlined "one-stop" inspection process for approved vehicles from the Hong Kong Special Administrative Region (HKSAR) and the Macao Special Administrative Region (Macao SAR) traveling to south China's Guangdong Province, as well as approved Guangdong vehicles traveling to the HKSAR and the Macao SAR) to ease cross-border traffic.
The measures also call for exploring faster clearance procedures for short-shelf-life food products destined for the HKSAR and the Macao SAR. In addition, under the measures, fresh and live agricultural and food products will benefit from a cross-border linkage created by Hong Kong International Airport and the Hong Kong-Zhuhai-Macao Bridge, facilitating their entry into the mainland market.
To boost the GBA's sci-tech development, the measures emphasizes the need to expand the scope of positive list items, making it easier to move research materials across borders.
For imported materials used in biomedical research, the measures seek to pilot bonded supervision and simplify documentation requirements and support the development of technical measures to trade research and evaluation bases for emerging sectors such as new energy storage and smart terminals.
"We are piloting a self-declaration model allowing eligible entities to enjoy tariff benefits after finishing declaration to improve supply chain efficiency for integrated circuits, new display devices, and other industries. By simplifying customs procedures for biomedical and other research materials, and building technical measures to trade research and evaluation bases, we aim to support industrial upgrading in the Greater Bay Area through scientific and technological innovation," said Zhang Geping, director general of the Guangdong Sub-Administration of the GAC.
The measures highlight new business forms and models of foreign trade. Comprehensive bonded zones will be allowed to expand bonded services such as global maintenance, repair, and research and development and design. The scope of "inspect first, load later" model in cross-border e-commerce export clearance will be expanded.
The measures also focus on promoting interconnectivity and strengthening the logistics hub capacity of the Greater Bay Area.
"Every year, around 80,000 voyages of small vessels shuttle between Guangdong, Hong Kong, and Macao. The measures call for Guangdong, Hong Kong and Macao to study and formulate uniform rules and standards for the sanitary supervision of these small vessels. This will make it more efficient and convenient for small vessels to travel across the three places," said Lin Shaobin, director general of the Department of General Operation of the GAC.
