বুধবার জাতিসংঘ নিরাপত্তা পরিষদের এক বৈঠকে তিনি বলেন, মধ্যপ্রাচ্যের বর্তমান পরিস্থিতি এখনও অত্যন্ত উত্তপ্ত, যা অনেক দেশের অভিন্ন স্বার্থের ক্ষতি করেছে। এরপর তিনি চারটি প্রস্তাব পেশ করে সংশ্লিষ্ট পক্ষগুলোকে সংলাপ ও আলোচনার মাধ্যমে বিরোধ নিষ্পত্তির আহ্বান জানান।
প্রথমত, রাজনৈতিক সমাধানে অবিচল থাকা এবং বিরোধ নিষ্পত্তির জন্য শান্তিপূর্ণ উপায় অবলম্বন করা।
তিনি বলেন, ইরানের বর্তমান পরিস্থিতিতে জড়িত পক্ষগুলোকে যত দ্রুত সম্ভব একটি স্থায়ী যুদ্ধবিরতি অর্জনের জন্য শান্ত ও সংযত থাকতে হবে। ইসরায়েল ও লেবাননের মধ্যকার সংঘাতের বিষয়ে তিনি জোর দিয়ে বলেন যে, লেবাননের সার্বভৌমত্ব, নিরাপত্তা ও ভূখণ্ডগত অখণ্ডতাকে সম্মান করতে হবে এবং ইসরায়েলকে লেবানন থেকে সম্পূর্ণরূপে সেনা প্রত্যাহার করতে হবে।
দ্বিতীয়ত, আন্তর্জাতিক আইনের শাসনের মাধ্যমে আঞ্চলিক স্থিতিশীলতা বজায় রাখতে ন্যায্যতা ও ন্যায়বিচার সমুন্নত রাখা।
পাশাপাশি আন্তর্জাতিক সম্প্রদায়ের উচিত গাজায় একটি স্থায়ী যুদ্ধবিরতি বাস্তবায়নে উদ্যোগী হওয়া, সেখানকার মানবিক পরিস্থিতির উন্নতি করা, দ্বি-রাষ্ট্র সমাধানকে এগিয়ে নেওয়া এবং দ্রুত একটি স্বাধীন ফিলিস্তিন রাষ্ট্র প্রতিষ্ঠায় সমর্থন দেওয়া—চীনা দূত এসব বিষয়ের ওপর জোর দেন।
তৃতীয়ত, স্বাধীনতা ও আত্মনির্ভরশীলতাকে সমুন্নত রেখে ঐক্য ও সহযোগিতার মাধ্যমে যৌথ নিরাপত্তা গড়ে তোলা।
ফু বলেন, চীন সিরিয়া সমস্যা সমাধানে সিরিয়া-নেতৃত্বাধীন ও সিরিয়া-মালিকানাধীন নীতিকে সমর্থন করে এবং একটি অন্তর্ভুক্তিমূলক রাজনৈতিক রূপান্তরের জন্য প্রচেষ্টা চালানোর আহ্বান জানায়। তিনি ইয়েমেনের সকল পক্ষকে শান্তি প্রক্রিয়া পুনরায় শুরু করতে এবং যত দ্রুত সম্ভব মীমাংসা অর্জনে উৎসাহিত করেন।
চতুর্থত, উন্নয়ন ও পুনরুজ্জীবনের মাধ্যমে দীর্ঘমেয়াদী স্থিতিশীলতা অর্জনের জন্য স্বল্পমেয়াদী ও দীর্ঘমেয়াদী উভয় সমাধান গ্রহণ করা।
নিরাপত্তাই উন্নয়নের পূর্বশর্ত এবং উন্নয়নই নিরাপত্তার নিশ্চয়তা। ফু বলেন, আন্তর্জাতিক সম্প্রদায়ের উচিত মধ্যপ্রাচ্যের দেশগুলোর সঙ্গে পারস্পরিক লাভজনক সহযোগিতা আরও গভীর করা, সংঘাত-পরবর্তী পুনর্গঠনে তাদের সাহায্য করা, ত্রাণ কার্যক্রমে মানবিক সংস্থাগুলোকে সমর্থন করা এবং জনগণের জীবনযাত্রার মান উন্নয়নের পাশাপাশি অর্থনৈতিক পুনরুদ্ধারে সহায়তা করা।

Chinese envoy calls for political settlement to restore peace in Middle East
A Chinese envoy on Wednesday put forward four propositions for the political solutions to restore peace in the Middle East.
At a UN Security Council meeting, Fu Cong, China's permanent representative to the United Nations, said that the current Middle East situation is still very tense, which has harmed many countries' common interests. He then called on concerned parties to resolve disputes via dialogue and consultation by purposing four propositions.
First, adhering to political settlement and using peaceful means to resolve disputes.
He said that parties involved in the current Iran situation should stay calm and restrained to achieve lasting ceasefire as early as possible. In terms of the conflict between Israel and Lebanon, he emphasized that Lebanon's sovereignty, security and territorial integrity need to be respected, with Israel fully withdrawing from Lebanon.
Second, upholding fairness and justice to maintain regional stability through international rule of law.
The international community needs to promote the realization of a lasting ceasefire in Gaza, improve its humanitarian situation, advance the two-State solution and support the establishment of an independent State of Palestine at an early date, the Chinese envoy highlighted.
Third, adhering to independence and self-reliance, to build common security through unity and cooperation.
China supports the Syrian-led and Syrian-owned principle to resolve the Syria issue and calls for efforts toward an inclusive political transition, Fu said. He also encouraged all parties in Yemen to restart peace process and achieve reconciliation as soon as possible.
Fourth, adopting both short-term and long-term solutions to promote long-term stability through development and revitalization.
Security is the prerequisite for development, and development is the guarantee of security. The international community should deepen mutually beneficial cooperation with Middle Eastern countries, help them carry out post-conflict reconstruction, support humanitarian agencies in carrying out relief operations, and facilitate economic recovery while improving people's livelihoods, Fu said.
"The international community should uphold fairness, work together to promote peace and restore stability to the Middle East at an early date, so that security and tranquility can be brought back to the people and the world," Fu noted.
